The diacritic mark &nfced; written under c to show that it is sibilant [s] or [ts], as before a, o, u in French and Portuguese and (formerly) Spanish; a similar mark under c and s indicating a manner of articulation in various other contexts, as distinguishing the voiceless from the voiced consonants in modern Turkish.
