(With prefixed adverb) handicapped, esp. physically. Hence (joc.), disadvantaged or lacking in some specified regard.

? Introduced in the 1980s (in physically challenged) as a more positive alternative to disabled or handicapped, but soon used with other adverbs, often making fun of euphemism and political correctness generally.
